Monarch Voters Say Campaign Signs Not Authorized

Some Monarch Fire Protection District residents say Jane Cunningham's supporters are putting campaign yard signs on private property without prior approval. Anyone have this happening to you or someone you know?

One day Marcella Bakker, a Chesterfield resident, said she came home and found an "Elect Jane Cunningham" campaign sign in her front yard. Former State Senator Jane Cunningham and former State Representative Cole McNary are competing for votes for the one position to be filled on the Monarch Fire Protection Board on April 2. "But I don't understand why it (the Cunningham sign) was put there, because I didn't authorize it," said Bakker. She said it was the first time a candidate had placed a sign in her yard. "I don't like signs anyway, so I had it taken down." I caught a guy putting a sign in my yard and I made him take it down. Should have kept it. He said he had my name on the list, but check he checked it, he had my first name incorrect. He said didn't know how they got the names.   more ›

Monarch FPD Passes $17M Budget for 2013

The budget was adopted by the fire district's board of directors by a vote of 2-1, and will include the hiring of two new firefighters to replace outgoing employees.

Monarch Fire Protection District (MFPD) board of directors passed a balanced budget for 2013 last week, which predicts its operating revenue will remain mostly flat, but will still allow for the hiring of two full-time firefighter/paramedics to replace a pair of outgoing employees. The budget was prepared by MFPD Chief Tom Vineyard, and adopted by the district’s board of directors at a meeting Dec. 5. Director Kim Evans said the $17 million budget largely resembled the one for 2012. “We were able to keep the tax rates flat from year to year so we essentially have to adopt the same budget with minor exceptions," she said.  On the revenue side, the district is forecasting it will bring in $17,156,200, compared to the $16,933,200 estimated …

New $650K Ladder Truck Bought by Monarch Fire Protection District

The district's board of directors approved the acquisition of the approximately $650,000 vehicle earlier this month. Monarch's House No. 2, at 18424 Wildhorse Creek Rd., services Wildwood residents.

Monarch Fire Protection District board of directors approved the purchase of a new ladder truck on Sept. 4 to replace an aged, existing one.  Fire Marshal Roger Herin said the price tag for the new vehicle is approximately $650,000. It is manufactured by E-ONE, and will feature a 78-foot ladder, a 450 horsepower engine and hoses capable of pumping 1,500 gallons of water per minute. It also has a 500 gallon tank onboard (for the "initial attack," Herin explained) along with space for firefighting and paramedic equipment and tools.  "It will be a lifesaving truck, as well," Herin said.  The decision to purchase the new truck was made due to increasing maintenance bills for the older vehicle.  "It was becoming a monthly thing," he said. Missouri Auditors to Release Monarch Fire District Findings

State auditors will present details Wednesday evening regarding their assessment of the Monarch Fire Protection District. Monarch's House No. 2, at 18424 Wildhorse Creek Rd., services Wildwood residents.

Missouri state auditors' staffers are expected to release their audit findings of the Monarch Fire Protection District at a meeting slated tonight at 6 p.m. at Monarch's headquarters building at 13725 Olive Blvd. in Chesterfield. State Auditor Tom Schweich requested the audit be conducted "due to the serious nature of allegations surrounding the district." Missouri Gov. Jay Nixon on Feb. 24 called for a state audit of the Monarch district after some, including Monarch board member Kim Evans, claimed excessive legal fees were paid on behalf of the district. Monarch Fire Protection District Promotes Three

Three fire leaders were promoted this month for Monarch Fire Protection District. Monarch's House No. 2, at 18424 Wildhorse Creek Rd., services Wildwood residents.

Three district officers were promoted at Thursday's Monarch Fire Protection District board of directors meeting at the district's headquarters. Monarch Fire Marshal Roger Herin released background information about the officers in a Tuesday press release. John Borgmann will be Monarch's assistant chief in charge of operations. As a 31-year veteran, he was hired as a firefighter in January of 1981. He was promoted to captain in 1988, and to battalion chief in 2006.  Nick Harper will be Monarch's deputy chief supervising emergency medical services. Hired in April of 1979 as a firefighter, he is a 33-year veteran. He became a paramedic in 1991, and was promoted to captain in 2000. Robin Echele will be Monarch's deputy chief in charge of …

Excessive Legal Fees Lead to Audit Request by Fire District's Treasurer

Monarch Fire Protection District officials learned Thursday the district will be audited by the state auditor's office.

Mounting legal expenses are among the concerns that sparked the treasurer of the Monarch Fire Protection District to request an audit of the agency, an audit that Gov. Jay Nixon ordered to be conducted on Thursday. Kim Evans, a board member and treasurer of the district, said she was concerned when the district had spent nearly $750,000 on legal fees in the past two years. "I couldn't stop the wasteful spending in the board meetings, and I wanted to be a responsible director," she said in a phone interview on Thursday. "I was elected by the people of our district to protect the taxpayers' dollars." The Monarch district is headquartered in Chesterfield and serves several portions of West St. Louis County.
