Rockwood's Finances, Legislation Transfer to New Officer
With the upcoming retirement of Rockwood School District's chief financial and legislative officer, Shirley Broz, a new executive will take over the responsibilities July 1.
Timothy Rooney was named Rockwood School District's next chief financial and legislative officer. Rooney replaces Shirley Broz, who is retiring this summer.
Rooney's experience spans nearly 30 years in three school districts, with enrollments ranging between 3,000 and 32,000 students, according to an announcement from the district.
Broz had worked as Rockwood's executive director of finance for 13 years before taking over as chief financial officer on July 1, 2009. Prior to Rockwood, she worked in corporate industries as a certified public accountant.
"We certainly saw tremendous growth during my time with the district, and had to rise to the occasion, particularly bringing Rockwood's financial reporting from a small to large district," said Broz. "We watched a lot of (residential) developments begin, and then sell out. Then we had to determine how to educate all those children."
She was presented the first meritorious budget award ever earned in Missouri from ASBO International for her Rockwood achievements. Additionally, the comprehensive financial reports she led won numerous industry awards. She also is proud to have been involved with the district receiving the Triple AAA bond rating from Standard & Poors, a U.S. financial services company.

Broz said education has been one of the most giving and sharing industries in which she has ever worked. "It's a fine group of people who share knowledge so easily."
From serving on local, state and international education-related boards, she said she plugged into a network of people who exchange all sorts of items to help each other achieve best practices, including letters, policies, ideas and solutions.
Broz and her husband will move to southern California this summer, back to where they lived for seven years. She said they have family and friends there, and she looks forward to finding new ways to help people, either through profit or nonprofit service.
New Executive's Background
For the past 18 years, Rooney has served as manager of budget and finance for the Shawnee Mission School District in Kansas. During that time, he also worked with members of the Kansas House and Senate to pass legislation favorable to his school district, and helped pass a revised statewide school finance formula. Prior to that role, he served as an assistant superintendent for the Excelsior Springs School District, as director of finance for the St. Joseph School District, and as a staff auditor for the Missouri State Auditor’s Office.
Rooney earned a bachelor’s degree in business administration from Missouri Western State University and a master’s degree in business administration from the University of Missouri-Kansas City. He completed coursework toward alternative teacher certification from Central Missouri State University, according to Rockwood details.
He was awarded a certificate as a certified public accountant in addition to annual certificates since 1994-95 from the Association of School Business Officials and Government Finance Officers’ Association for Excellence in Financial Reporting.
He currently resides in Shawnee, KS.
